how to reinvent a regional platform to support coffee growth in Mesoamerica and the Caribbean?
C H A L L E N G E
PROMECAFE is a regional program of the Inter-American Institute for Cooperation on Agriculture (IICA), which acts as a technical cooperation platform among member countries. In this case, we worked together with German cooperation agency GIZ to renew its strategic approach and address productive, climate, financial, and regulatory challenges affecting coffee in the region. The goal: to create a strategic roadmap for the 2026–2030 period, with regional impact.
A P P R O A C H
In-depth interviews were conducted with members of all organizational partners, along with regional workshops and interviews with member countries and technical partners, to build a new value proposition with five key lines:
Applied research (multi-environment trials, mechanization)
Capacity building (virtual platform, expert networks)
Promotion and international positioning of the regional coffee industry
Project management and access to financing (revolving fund, observatory)
Public policy advocacy (especially regarding regulations such as the EUDR)
The project developed a five-year implementation plan, a self-sustaining financial model, and a strategy to align donors, governments, and producers around a common goal.
R E S U L T S
PROMECAFE was able to consolidate a renewed strategic proposal that positions the program as a regional platform for innovation, knowledge transfer, and coordination. Beyond producing a roadmap, the process generated consensus among member countries and technical partners, aligning diverse actors around common priorities for coffee sustainability. The new value proposition equips the platform to respond to climate, financial, and regulatory challenges while also strengthening applied research, capacity building, and policy advocacy.
